Audi 5000s timing

Trying to set the cam to crank timing on a 1988 audi 5000s with a 5cyl and it isnt making any sense. When i go to set # 1 piston at TDC I am not able to use the mark on the harmonic balancer because it is off, instead i am using the 0mark on the flywheel/bellhousing and i can verify that when it is lined up with this, the piston is actully at the top of its stroke. the other thing is te mark on the camshaft. in the haynes manual its stated that the mark on the cam should line up with the top of the valve cover and that both valves should be open. when I try to line this up, I notice that the exhaust valve is just starting to open... Is this correct??
