I just bought a 1987 nissan maxima and the power steering whines when i turn or still hear it even when idling. I put fluid in it because it was almost out but it is still whining, Does this sound like the pump? maybe air in the system? pump going out? rack and pinion? or maybe leaking pump hose or reservoir?
