1987 Mercury Sable Repair Question

Rough running
1987 sable. Runs rough, no power, drinks fuel. Code 89 exhaust heat control. Can't find EGR. Where it looks like it should be on the upper intake/plenum/throttle body is a plate. What's the deal?

did you locate it? did someone eliminate it? that's not likely cause of fuel use or the heat riser either. that just lets warm air into intake to prevent freezing conditions during warmup. have you checked for codes? what color are plugs? when was last time they were changed? maybe new spark plug wires are needed too?
