Why when I ground the green wire from the starter enable relay, the engine will turn over, but not start?

I have a vats system on my car. After driving home with no problems, I turned the car off. The next morning, it was a no crank situation. Everything came on, but no start. I have already changed the ignition switch and tumbler. The key has been checked at the dealership, that I had made when I changed the tumbler. I changed out the start enable relay, but still no start. I can come off a good ground with a test light and touch the green wire on the start enable relay and engine will turn over when I engage the key to the start position, but will not start. Is this a ground problem or is it an issue in the vats system, such as relay (there is no fuel pressure)?
