My 1986 mercury grand marquis, back brakes are grabbing before car stops. would this be abrake pressure differental valve causing the problem?

Could be or it could be the brakes are improperly adjusted.

tried brake adjustment. reardrum , front disk

Check the wheel cylinders, they may be contaminated and not allowing the shoes to retract.
