1986 Honda Accord Repair Question

Is there a common electrical problem that takes causes all elec to fail no click,dash lights headlights nothing
Went in the store ten minutes tried to restart car and nothing no click no dash no headlights nothing electrical works. Battery voltage good all fuses good jumped starter solinoid just sparked tried push start with no success. I don't get it.

Have checked fuse #21 in engine compt box?
