How to set initial timing using the harmonic balancer and dampener

On my car there's a harmonic balancer w/ the dampener at about 1 or 2 o' clock when looking at the front of the engine and imaging a clockface. On the dampener it goes 12 10 8 6 4 2 0 2 4 6 8 clockwise. On the harmonic balancer there is a degree numbering scheme in 10 degree increments up to 60 with 5-10 notches in between each 10 degree increment. How should 8/10/12/whatever degrees of advance before top dead center get set on this setup? What numbers on the harmonic balancer should line up with which numbers on the dampener?

I do not understand harmonic and dampner same thing just different names. Totally lost on your clock time thing

My mistake. It's not the dampner. I'm not sure of the name of it, but those 12 10 8 etc marks are on a small saw tooth looking plate above the harmonic balancer.

For TDC rotate engine till line on balancer is at '0' on timing mark. As for timing need to know engine size

So the 0 mark on the balancer and the 0 mark on the timing plate lined up is top dead center?
