The timing belt on our 1985 Toyota Tercel wagon broke while we were barely moving. Do we need new valves and to have the head resurfaced?

Motor is non interference Which means valves don’t hit the pistons when bet breaks. As to the resurfacing, it is just a very good practice to have the head rebuilt when it comes off and resurfacing is one aspect of the job.
