Why auto transmission not engage? I check cable.

Why auto transmission not engage? I check cable clutch is good and the fluid still in the hot level. My toyota corolla AE80 2A engine. Toque converter I top up the atf 3 fluid. Then I check the oil sump was lick. What should I do to engage the auto gear?

The trans will have to be replaced with a used one or re built unit.
