Where do I start to look for a fix?

I recently purchased this car that had been sitting for two years. I started doing basic maint. As it drove rough. One day I heard a sizzle and pop when I tried to use the turn signal and the signals would not work. The next day I drove it, filled it with gas and parked and when I went to start it it would not turn over. I have two trains of thought. A master something under the steering column or? I just changed the fuel filter the week before.

When you say-it won't turn over-is it cranking over and will not start or just won't crank at all/nothing when you turn the key over?

Will not turn over. The lights come on and it acts like it would if it was going to turn over but doesn't. I don't know if I have two separate problems. A fuel pump? Or a electrical problem.
