I changed the starter on my xj 6 , but the car does not start, so i changed the ignition switch and still no start or click just a hissing sound. i can start my car under the hood by the starter relay, i take the w/r wire and touch the open i

The first thing you need to do is start with the basics. Make sure your battery is good. You should have it load tested. After that you need to make sure your battery terminals are clean and tight. Once you do that you can check to see if there is voltage getting to the starter. You can check this with a voltmeter.
This should tell you where the problem is.

I did all of that and voltage is getting to the starter. I took the w/r wire at the starter relay and touch the c2 and the car will start and stay on with my key in the ignition in the on position, once I turn the key off and try to start it, it will not start, but I can keep starting it under the hood by the starter relay and w/r wire. I changed starter motor, ignition switch. I need to know if I should change starter relay. I beleive it is working because I can start the car when I jump the wire to the c2 prong. Tell me what you think my next step is

I would suspect the starter relay. Is there any reason your engine would have seized? You might want to see if you can turn the crankshaft to see if it will spin.
