1983 Toyota Pickup O2 sensor

I'm in hopes of having my truck pass smog but there's a couple things preventing that. For one thing the oxygen sensor has the harness just hang in there not connected. I think he goes to the emissions computer but I can't find any other loose wire around there. There is also a pipe on the same side where the sensor is. It is plugged. Any idea what this is supposed to be connected to?

If this connector was related to emissions then you would have an OBD1 CODE. Once you find out if you have any codes and nothing relates to emission or causes CEL then I would just zip tie to frame or continue to find unplugged connector
