Sometimes with the heater off it will bow hot or cold air or with in heat mode it will blow cold

They had big problems with the climate controller in those models, we had one in the shop a while back did the same thing, it sounds like that could be the problem.

Step 1 - A heater cannot operate unless the engine is full of coolant/antifreeze. If coolant level is low check the system for leaks.
