1979 Dodge Truck Repair Question

Dodge Truck Fuel pump Problem
I am not getting fuel to the fuel pump. I have replaced fuel pump and can get fuel to the bottom of pump by siphoning line by mouth but when i try to start truck no gas gets past the fuel pump. It doesn't act as though the fuel pump is working even though it is a new pump?

Remove fuel line have helper crank engine if suction is felt then pump is working. if yes disconnect line to carb crank fuel come out If yes then float maybe stuck
