1978 AMC Other Repair Question

I got a 1978 cj7 it is 4x4 it is the stock v8 motor that came with it i think it is a 304 or somthing like that but anyways i took these old fenders off and i am putting these new rock climbing fenders on it and i took the brain box and i hook the wires up to it does it need to be grounded but i am getting power to everything but the starter i think

i cant even get the starter to make a noise or anything like that

Short out the starter solenoid battery terminal to the small terminal -did it crank the engine over if so check and test the neutral safety switch and the ignition switch-
