1973 Volkswagen Beetle Repair Question

Volkswagen Beetle Floor Problem
We may buy a vw bug but the floor inside has holes. Ive never heard of such an issue. Can you tell me if that would be a very difficult and expensive fix?

Re they rust holes? if so they will have to be cut out and plated a panel shop should do this work.
