Before replacing the fuel pump and filters there could be clogged pick up in the tank causing thr fuel pump to not get fuel to pump. Or a issue with the carb float not allowing fuel into the carb? The first thing you have to check is if your getting fuel to the pump? Not just lets throw parts at it and see what sticks.

Sounds to me like the problem is coming from the fuel tank, maybe the sending unit or float in tank hope this helps

The sending unit and float tells how much gas there is it doesn't effect the flow of gas. The pick up with the sock on the end of the pick tube effect the flow of fuel.
