2005 Subaru Outback 6 cyl All Wheel Drive Automatic 37000 miles

Can you tell me how to trouble shoot the emergency (hazard warning) flasher lights on my car? I've looked in the owners manual and located the appropriate fuse which looks to be good. Is there a flasher relay or module some where that contols the flashing of the lights and if that is my problem, where can I find a replacement part...possibly could you give the OEM part number as well. I hate to pay bench rates for replacing bulbs, fuses, etc. which are ususally simple chores.
