2004 Chevy Silverado Speedometer sensor

Electrical problem
2004 Chevy Silverado V8 Two Wheel Drive Automatic 120000 miles

For pass 6 months speedometer acted like a clock it just ticked as speed increased or ticked down as speed reduced, Now it stays at any given range 30mph, or 55mph while stoped at 0mph. So now when Im thinking Im due 30mph it shows 85mph.
Is the speed sensor bad or Gauge bad?
