I own a 2003 VW Beetle convertible. When I turn on the right blinker, it blinks in double-time (hyper-actively). The left blinker blinks normally. I've just had my state and emissions inspection and passed. What does this mean?

No, is not the fuse. If all lights flashes and is faster on one side, the flasher unit(relay ) is faulty or some bulbs have the wrong ratings resulting in different resistance detected by the unit.
