Engine Cooling problem
2003 Hyundai Accent 4 cyl Two Wheel Drive Manual 68000 miles

The temp. indicator on the dash board goes high but the car never boils. Even the radiator fan ons and stops some times the temp. indicators shows high. While running if the ignition switch is off and on when the indicator is high up to H the pointer drops to its ideal temp level. Often the pointer shows increasing temp. while the cooler fans starts and then drops slowly even after the fans are stoped. The pulling power is good with the car. does good milage. I removed the thermostat temperory and checked this problem but it still continues. the cooling sensor was also replaced. At high RPMs and speeds above 60 km this problems does not occur. The radiator water level also does not drop even after doing 6000 km or more. (3 to 4 months running)

Please help diagnose of problem.
