Engine Performance problem

When I am driving on the highway the car stalls (to about 1500rpm) for no apparent reason. If I am doing slower speed (around 35mph) the car will completely stall out - needing me to restart the engine. It happens randomly. The car does not overheat. It has a full tank. And the car is able to restart without issue. Someone has told me it might be the catalytic converter but I thought I would ask the experts.
