Engine Mechanical problem

Hi, I have a problem with my Hyundai Sonata, 2.7 V6, model 2002. It gives an error P1166. We replaced the first Oxygen sensor but there was no change. The car has a rough idle and stalls every time you start and then becomes smooth after about 2 minutes. This problem was seen after I replaced the spark plugs and the plug cables. I did an the emission check too but the CO and HC are not high. Could it be with the second O2 sensor near the catalyst?? PL advise

The car has rough idle for the first two minutes EVERY time I start the car. After 2 mins, the engine is smooth.
