Air Conditioning problem

AC system on my 2001 Ford Ranger is charged correctly(according to my mechanic) Compressor cycles on and off every 30 seconds or so. Each time it kicks on, the pulley on the compressor only spins for about 1 or 2 seconds. This pattern repeats indefinitely as long as the AC is switched on. It cools moderately on the freeway, because of the high rpm, but around town it's worthless. Any suggestions?
