2001 Ford Expedition 6 cyl All Wheel Drive Automatic 117000 miles

I have been troubleshooting my horn on my expedition. When the horn is pressed it just makes a clicking noise and no horn sound. I check the fuse and the truck does not have a relay. A little guidance would be greatly appreciated.
