2000 Toyota Sienna XLE 3.0L V6 won''t start. Clicking noise is heard when trying to start as if battery voltage was low or connections are bad but battery voltage is 12.45 and connections are good. Do you think the starter relay could be bad or is it more likely the starter itself?

The clicking indicates the relay is working...the starter is the problem...or connections on the starter.
