Engine Mechanical problem

2000 Grand Am w/110,000 miles, on cold start up and remaining in idle, the mechanism that controls/regulates the RPM, the RPM will slowly creep upwards to 2500+ RPM. I have to shut car off and back on several times before the RPM idle will lower and remain steady between 500-1000 RPM. Occaisionly from a dead stop at stop sign or red light, if the RPM "increase" has clicked in, and I release the brake, on a flat surface the car will proceed on its own and increase its speed (without stepping on gas) upwards to 55+ mph.
