Engine Performance problem
2000 Lincoln Town Car V8 Two Wheel Drive Automatic

When crusing down the highway at 50-70 mph I lose power and the car will slow down to 35 mph, but not quit running. If I pull to the side of the road and shut off the car and then restart it I can accelerate to freeeway speed. There is nothing in particular that causes the car to do this when I am driving. Sometimes it happens in a few miles and sometimes I drive a long distance. There have been no codes that show up when in the shop and 3 different repair shops can't find a problem. The fuel filter has been changed. Any suggestions would be appreciated.
