Engine Mechanical problem

Occasionally, after sitting for a few hours or overnight she won't start right away and sometimes (really only twice now) it WON'T start.
It turns over fine. There's no smell of fuel but sometimes if I move the excelerator off the idle position it will "clear" and start running. I used to think it was the TPS so I would remove the plug a few times to clean the contacts.....Once it starts it runs fine and has plenty of power.
I changed the fuel filter this spring and noticed there was no residual fuel pressure when I went to bleed it down. What's the fastest way to check the fuel pump output, if the pump is going out will the thing still run but act like this?
