Engine Performance problem

I don't know if someone can help me, since February, i've been having problems with my car, it stutters all the time, only in 1st 2nd and 3rd gear when i take off. I used to have problems starting it after a rainy night. I replaced the ignition coil, my spark plug wire set is fairly new.... could it be the fuel filter? anyboby have the same problem?
