Engine Mechanical problem

Hi,
Recently I had took my car into the garage because the car would crank but intermittingly would not start: especially when warm it seems.
He ran a test and the battery needed to be replaced.
After he put the new battery in and tried to start it, it wouldn't.
He suggested it was a electronic chip or sensor
(something like that) that might need to be replaced but wanted to run it for awhile so it would be warm..and he could be sure. In the meantime he tried the car again and it worked, so I decided to let him know if I had any additional problems.
It turns out that the car is still having this problem. I did some research and the Consumer Guide suggests the 2000 Hyundai accent has reliability problems in this area:
Hard drive: engine may not start but starter cranks-due to overdrive -switch-wire.
Does either theory sound plausible and if so could you tell me what the usual cost and labor time for either alternative would be.
I try to educate myself as much as possible because I don't want to get ripped off.
