2000 GMC Sierra noise from around box on front of fuel tank

Noises problem
2000 GMC Sierra V8 Two Wheel Drive Automatic 155000 miles

recently a whining noise began, and it seems to be coming from around a black plastic looking box on front of fuel tank.

So far no problems, but wondering what that box is and if it should be serviced or replaced.
