Shakes or Wobbles problem

I have two questions..

The first is I just got new wheels and tires and driving home today the steering wheel was vibrating at high way speeds.. Is this most likely because the tires weren't balanced?

My second problem is about half the time I try to use the auto-up on the driver side window is goes about a 4-8 inches up and then back down by itself. It's not every time and I've never had this happen before.

What was wrong with the stock wheels and tires? Are they for a BMW M3? Aftermarket wheel/tire issues are common, I recommend reinstalling the stock setup and returning the car to stock condition. The window issue could be an anti-trap issue or it could be an issue with the motor in the window regulator.
