Noises problem

Hi, I turned my car on the other day and it wouldnt start. I had it charged and it was fine. Yesterday after 3 hours of having parked my car i heard a loud noise coming from the front of the car. I lifted up the hood and i heard a blowing noise like a fan by the radiator. i turned on the car and it wouldnt start. it sounds like the engine is on but its not its a loud fan noise. could you direct me in the right direction???

The radiator fan motor is running non stop even after the engine is turned off. Check for a bad fan control relay
