2001 Audi A4 4 cyl All Wheel Drive Manual 190000 miles

my airbag light in the cluster is not working at all when I put the key to on or key on engine running. I beleive the light needs to be change, because if it was only an airbag problem, the light would always be open. I might have an airbag code, but I couldn't know before the light is properly working. I've open the cluster and realise there is no bulb that can be change. My question is : Is it possible that only the light is not working? if yes, do I have to change the whole cluster or not? If not, is this the way that audi use to tell you that there is an airbag problem?
