2000 Audi TT Question 4 cyl Four Wheel Drive Manual 120,00 miles

Im considering purchasing a used audi TT that has 120,000 miles with no warrenty, in good condition interior and exterior. However i need to fix the passanger
seat belt and the gas gauge does not work. He is asking for 8500? Is that fair price? And how much would i cost for the repairs?
