Heater problem

I originally thought my heater blower motor was shot as it tested open before I removed it. After I got it out it tested ok, so I hooked it directly to a battery and it worked. I tested the output from the blower modual and found when I tested each of the 3 leads that plug into the motor, there was voltage on each lead. the 2 outer leads which I figure 1 should be ground both had 8 to 10 volts and the middle had 12.5 or 14.5 depending on if the car is running. I figured it must be bad and orderd another only to find it is the same. did I get a defective part or do need to look elswhere?
