Engine Performance problem
1999 Volkswagen Golf 4 cyl Two Wheel Drive Manual 37000 miles

I have a Golf GTI 20V 1.8 Turbo. It is not performing as it should. I had a remap which should up the bhp from 150 to approx 200. When it went on the rolling road the best it managed was 169. The guy who did the rolling road said that there was a problem with the boost and that he was pretty sure that this was the reason for the low bhp.
The boost on the remap is set to 14.4psi but all i'm gettin is 12 when i test it in 2nd gear. When the revs get to around 4 1/2 to 5k the boost falls all the way to around 5psi.
The car has low mileage and hasnt been ragged. It had 1 lady owner from new.
