Electrical problem
1999 Other Saturn Models 4 cyl Two Wheel Drive Automatic 100000 miles

I have a red wire in the fuse block located inside my car that is loose. It causes my car to completely loose power. I have taped it up to keep car running and so far that has worked. I would like to know how I could really fix this the right way? I have access to the block from inside the car driver side. I don't know how to connect the wire to the block. Please help, if I can't reconnect the wire how do I access the fuse block to replace it?
