Engine Cooling problem

I have replaced this engine head after it overheated due to a faulty jubille clip
so it has a skimmed head new rad new thermostat new temp sensor and the temp on the gauge goes up to the top not on the red still on the white also when it stands for approx 20 mins the fans kick in and then shut down after approx 3-5 mins I was wondering if the gauge is faulty can this be checked if so how thanks for your help
