Most of Town cars are equiped with whats called Air Ride Suspension. Unlike a typical suspension, there are air bags, level sensors and pumps that maintain the rear level. with little to go on I suspect you may have a problem with this. Fuse#12 in the Power dist box under the hood feeds the suspen sys you could check this, inside of box cover shows #s. From what you have posted I suspect unless you are very skilled, this requires taking the car in. Many auto repair places may not be qualified or willing to service this thus a Ford dealer may be your best option. try calling around (4-5 + calls) to see who may do this kind of work. A ford shop can run around 122.00 per hr.
See what othres on this sit may tell you.
