Steering problem
1999 Lexus SC 6 cyl Two Wheel Drive Automatic 115000 miles

automatic tilt-away is stuck in the up posiition and will not lift out and down.... Automatic tilt not working
very uncomfortable to drive this way...
What is causing this? and is this a common thing with lexus?
How costly to repair ??? BALLPARK... and should this be taken to the Lexus Dealership or any mechanic shop to repair

It it mechanically or electrically controlled?

If mechanical, pull hard at the lever and try to move as it might be stuck and is stiff.
