1999 GMC C1500 AC controller blowing when adding freon

Air Conditioning problem
1999 GMC C1500 V8 Two Wheel Drive Automatic

The a/c only worked for a day when I bought this 2 years ago and it had a junkyard compressor on it. This month I finally got a new compressor, evapoartor orafice tube etc, flushed the system installed vacuumed it and went to install the freon. Turned the ac on , everything blew ok went up front , started the freon, walked back and the controller was blown. Thought it might be a fluke so got a new controller and that did the same thing. Everything works until you stat adding freon. Took it the dealership who couldn't find anything wrong or a short. Did say I needed new actuators and a hose. Didn't believe them but had them put one in tto get some kind on warranty. Theirs worked until I started adding freon and then it blew also. The guy at the shop was trying to insinuate becasue I hadn't done their $2200 worth of recommendations it wasn't their fault. I pointed out before I took it in and after it did the exact same thing and there is an electric fault somewhere in the a/c system. They will look again, but any ideas in the meantime? What in the system could trhrow enough voltage to keep blowing heads and why isn't it protected better?
