Steering problem
1999 Ford Taurus 6 cyl Front Wheel Drive Automatic

I have a 1999 Ford Taurus SE 3.0 L. The power steering started whining as if it was starving for oil, and the steering was very hard to turn. I had the power steering pump changed, and that didn't fix the problem. The whining persisted. I then had the power steering rack replaced, and it still whines loudly when it's cold, and less when it warms up. My question is this. The is what looks like a bulb, or roundish piece. Would that be a sort of filter that may be restricting the flow of the fluid? The power steering seems to work like it should, except for the darn whining soud. If that isn't some sort of filter that may be parcially restricted, could there be a restriction elsewhere? It sure sounds like it's starving for oil, but the system is full.
