Engine Performance problem

I recently have experienced a sort of vapor locking situation on my explorer. The vehicle runs fine at highway speeds but when I get off the freeway and wait at a light it idles rough and when I go to take off it sputters and backfires. when I put it in neutral it revs up just fine ,but when I go to take off it acts up again. This does not happen always, I have replaced the fuel filter.
