Engine Mechanical problem

My car died after coming to a stop and wouldn't re-start. the repair shop that towed the car told me the timing belt needs to be replaced, but that they couldn't guarantee that the car would run after they replaced it. Is that common? And aren't there some kind of "mechanical" factors to be considered when trying to decide whether or not to risk losing $400 vs. having to buy a new car? I mean they haven't asked me if I was having any problems with car before etc.
