Electrical problem

Sometimes it starts no problem other times it will. It seems as though no fuel is being sent. Replaced fuel pump twice and still same issue. I checked the ignition when trying to start and all is good. The fuel pump engages when key is turned on. Pressure sometimes good and sometimes bad. When pressure is good it seems to turn over but pressure drops and stalls (happens quickly) other times it drops a little and the truck starts and regulator takes over.
If I drive it for about 30 miles it will not start for at least a couple hours. Also when it's really cold it's difficult to start.
