Steering problem
1999 Cadillac STS V8 Two Wheel Drive Automatic 120000 miles

I just had new p/s pump put in along with a new steering rack and just replaced the serpentine belt.
it worked just fine yesterday after i put the new belt on. but today i noticed while parked or while pressing the brake my steering wheel gets hard and while parked its hard to turn left or right and i can hear a soft clicking noise but once i rev the engine its easier to steer and the clicking goes away.
can some one help.
