Engine Cooling problem

I have a 1999 cadillac seville there is a malfunction in the cooling fans . I have read about it in several other places on the internet but have been unaboe to locat the solution to the problem , i do know that
the problem is electrical. The only way the fans will work as with several other people that i have read about on the internet postings is that if the heater fans are on all the way or up all the way on eather ac or heat the fans will kick on it seams to be a voltage draw or a bad ground i was wondering if you could tell me where the malfunction is so i can fix it properly.
