Electrical problem
1999 Cadillac Deville V8 Front Wheel Drive Automatic

Hi, I am in desperate need of some advice. I purchased this vehicle long time ago and have had no issues. Last week I was on the road when a battery light appeared on my dash and displayed "battery not charging" and "service charging system" accompanied by a loud noice under my hood like squealing roaring. I took out my old alternator and battery and had them both tested. The alternator came up bad and the battery tested fine. I bought the new alternator and replaced it thinking that my problem would go away. NO IT DIDNT. When I first started the cart and checked the battery voltage it was running at 11.9. I knew that wasnt right because it should be at 13 . something especially sinced I just fully charged it. So I drove it anyway and of course the car died and will not start now. I had my alternator checked again is fine and so is my battery. WHAT IS THE PROBLEM WITH THIS CAR???? THANKS FOR ANY HELP YOU CAN OFFER!
